CONDEMN THE OUTRAGEOUS CHAIN OF HUMAN RIGHTS VIOLATION IN THE PHILIPPINES!

The incidents of unspeakable Human Rights violations against the indigenous people is a sign of the bestiality and greed of  the corporate mining and the ineptness of the government in answering the growing problem of the encroachments on the lands for the natural wealth of the country. 

What is worst, the AFP whose duty is to serve and protect the nation is the one who perpetrarte the crimes against the people. 

This is outraging! We must help and join in condemning the Aquino regime and his misuse of the Armed Forces in his support of the criminal mining corporations.

Case:  Extra Judicial Killing      
Victim:  JIMMY LIGUYON
37 years old, married with 5 children, Lumad – Matigsalog tribe, Barangay Captain of Dao, San Fernando, Bukidnon.   A Chairperson of the church council of UCCP Dao, San Fernando, Bukidnon.

Place of Incident:  Purok 2, Dao, San Fernando Bukidnon

Date of Incident:  6:30 in the evening of March 5, 2012

Perpetrator(s): Alde Salusad A.K.A Butsoy, together with 15 Unidentified armed men, Nonong Salusad now associated with the 8th IB under the command of Lt. Fallar.

Account of the Incident:
On March 5, 2012 at about 6:30 in the evening Hon. Jimmy M. Liguyon, Barangay Captain of Barangay Dao, San Fernando, Bukidnon was shot dead inside his residence by Aldy Salusad A.K.A. Butsoy using an Armalite rifle.
Emelio Liguyon and Arser Liguyon brothers of the victim narrated that at about 5:30 in the afternoon they went to the house of Barangay Captain Liguyon to lend money and rice for the family consumption as well as their supplies in doing billing to extract gold or other minerals to sustain their living.

Emelio and Aser further narrated that they were in conversation in the terrace of Jimmy’s house when Alde Salusad A.K.A Butsoy arrived accompanied with fifteen (15) unidentified armed men in military fatigue uniform. Alde suddenly barged into to the house of the victim without any courtesy.

When Alde was about one (1) meter away from Jimmy, he asked the victim about the presence of the military in the area. Jimmy replied that he did not notice the military roving the area. Alde lamented that he was just clarifying in order for them not to encounter with military. Alde then ordered Jimmy to transfer to the opposite bench. Jimmy obeyed and stood up, Alde offered a shake hand. Facing each other, Alde at no reason at all, shoot Bo. Cap. Jimmy at close range using his baby Armalite rifle hitting the chest of the victim that cause his instantaneous death.
Terrified by the incident, Emelio and Aser said run in separate direction for safety leaving Jimmy behind.
Witnesses disclosed that they heard Alde saying   “akong gipatay si kapitan tungod kay wala kini mipirma sa SANMATRIDA o wala mohatag og certification sa SANMATRIDA”. He also warned the people that whoever complains and fights back, he will also kill especially the siblings who were the reason that Capt. Liguyon did not sign the certification.

Meanwhile, SANMATRIDA means San Fernando Matigsalog, Tigwahanon, Manobo Tribal Datu Association, were claimants of 53,000 hectares of ancestral land in the twelve (12)   barangays of San Fernando Bukidnon including Barangay Dao. Covering 12 barangays from the municipalities of San Fernando (12- Bibungkog, Nam-nam, Bonacao, Dao, Bulalang, Cayaga, Matupi, Calagangan, Iglugsad, Durian). The main objective of SANMATRIDA is facilitating mining operation within the ancestral land which allegedly could benefit the indigenous people.
Ben Salusad A.K.A Nonong Salusad was appointed as soldier of SANMATRIDA by Cris Estrella, a retired military official and founder/adviser of the said organization.  Nonong Salusad was a rebel returnee and recruited and trained by military as CAFGU together with his recruits. Initiated by Lt. Pallar from of 8th Infantry Battalion, Philippine Army based at Halapitan, San Fernando Bukidnon.



Historical Account of Harassment experienced by the victims and other residents in the area:
KARAPATAN Bukidnon has documented harassments, threats cases of Barangay Captain Jimmy M. Liguyon:
Sometime on October 13, 2011, Jimmy Liguyon, Barangay Captain of Barangay Dao, San Fernando, Bukidnon was attending financial management seminar at Cagayan de Oro City. At about 3:00 O’clock in the afternoon of the same date he received a call from Nonong Salusad through his cell phone warning him not to return back to their Barangay because his men Ange Dal-anay Alyas Taruc, Alde Salusad Alyas Commander Butchoy and 60 other were waiting in Barangay Dao in order to execute him. (Ange Dal-anay and Aldy Salusad were members of TRIOM force created by Vice Mayor Levy Edma backed by Lt. Fallar of 8th Infantry Battalion, Philippine Army based at Halapitan, San Fernando Bukidnon.

Jimmy accounted that SANMATRIDA convinced him to join their organization as well as encouraging everyone to become member. SANMATRIDA was aiming to engage in mining explorations covering SANMATRIDA areas from the municipalities of San Fernando (12- Bibungkog, Nam-nam, Bonacao, Dao, Bulalang, Cayaga, Matupi, Calagangan, Iglugsad, Durian).

That Ben Salusad A.K.A Nonong Salusad was appointed by Cris Estrella a retired military founder and adviser of SANMATRIDA appointed Nonong Salusad as head of SANMATRIDA armed force.

He further narrated that that Brgy. Kagawad Merlyn Isidro, Medy Mancilla and Fausto Bacliran were allegedly planning to kill him through the armed men of Nonong Salusad.

It was learned, that the three Barangay Kagawads were the local buyers of gold in the area thru their financier from Davao City and Valencia City. It was observed that the three KAGAWADS were encouraging large scale mining companies to operate in their locality.

Accordingly, Jimmy as Barangay Captain of Barangay Dao, he strongly resisted the entry of large scale mining companies in their place. The Barangay allows only small scale mining (billing method) in their constituents of Dao, which in foremost the prime economic source of income of the people of Dao, San Fernando, Bukidnon.
